United Nations contributions to national evaluation capacity development and the evolution of national evaluation systems

To support the delivery of the 2030 Agenda for Sustainable Development, a new publication by the United Nations Evaluation Group captures progress of the United Nations agencies’ contributions to national evaluation capacity development and national evaluation systems. The report also provides an overview of the implementation of 2014 United Nations General Assembly Resolution (A/RES/69/237) which calls upon the United Nations Development System to build capacity for the evaluation of development activities at the national level.

UNFPA contributed to the development of the report via the United Nations Evaluation Group Working Group on national evaluation capacity development. Among several examples, the report captures UNFPA efforts to build national evaluation capacities through several entry points, such as by supporting evidence policies and regulations frameworks, responding to demand from governments, supporting evaluations produced by governments, building individual capacities including that of young and emerging evaluators, supporting champions, and utilizing evaluations to build national systems.

The report recommends that all United Nations agencies conduct evaluations in a way that it builds national evaluation capacities. The evaluation functions of United Nations agencies should also continue to support capacity development of national evaluation ecosystems, including support to the enabling environment, institutional and individual capacities. Further, all United Nations agencies should coordinate and collaborate on national evaluation capacity development at corporate, regional and country levels, and allocate adequate time and resources.

These recommendations are also in line with the UNFPA evaluation strategy 2022-2025, that captures key priorities of the evaluation function at UNFPA. The strategy also outlines UNFPA commitment to increase advocacy and multi-stakeholder partnerships, including with youth, for greater national evaluation capacities.
