As a strategic priority, UNFPA has committed to scaling up its humanitarian response and enhancing its efforts to prevent and respond to gender-based violence in emergencies. The Strategy and Operational Plan to Scale Up and Strengthen Interventions on Gender-Based Violence in Emergencies addresses UNFPA’s critical GBV in emergencies mandate broadly by speaking to our role in providing quality, multi-sectoral GBV prevention and response programming as well as to our IASC mandated role as the lead of the GBV Area of Responsibility (AoR).

This Strategy enables delivery on the UNFPA Strategic Plan (2022-2025), specifically the call to provide leadership “in system-wide efforts as the lead agency” on GBV in emergencies by defining the 13 commitments that underpin UNFPA’s work and elaborating six strategic directions and outcomes that will guide the scaling up of efforts. All actions aim at meeting the escalating needs of women and girls in humanitarian settings and fulfilling our role in delivering quality, survivor-centered GBV services.

UNFPA works to address GBV across the humanitarian-development-peace nexus. While this Strategy and Operational Plan is specific to GBV prevention and response in emergencies, UNFPA also works widely in development contexts. More information about UNFPA's approach to addressing GBV in development contexts is available here.
