Accelerating the promise of ICPD25 in the Decade of Action and Delivery:
Upholding Rights and Choices within Covid-19 Response and Recovery

The 2020 High Level Political Forum (HLPF), in the first year of the Decade of Action, was taking place amidst an unprecedented global pandemic, that is ravaging the world, with drastic health, security and socio-economic implications. Deepening poverty and inequality, disrupting access to life-saving essential services, information and supplies, and rendering women and girls even more vulnerable with increased exposure and heightened risks of gender-based violence , among other challenges. The impact of the COVID-19 pandemic has the potential to derail the achievement of the 2030 Agenda if we do not redouble efforts and align COVID-19 response and recovery with the Sustainable Development Goals implementation efforts on the ground.
Building on the global momentum from the International Conference on Population and Development at 25 (ICPD25) to escalate efforts to achieve zero unmet need for family planning; zero preventable maternal deaths; and zero gender-based violence and harmful practices by 2030, this high-level ministerial side event brought together governments, private sector partners, civil society, youth leaders, and UN entities. It will emphasize the importance of completing the unfinished business of the ICPD Programme of Action (the promise of Cairo) as a critical means to help countries respond to COVID-19, and to elevate the centrality of rights and choices, cornerstones of the ICPD, to COVID-19 response and recovery, and to build back better in the Decade of Action.
