The previous strategic plan, 2018–2021, set the course towards the achievement of the three transformative results. The new strategic plan continues that mission by taking us on a journey along critical pathways, with new strategies that bring benefits to everyone we serve.

WHAT we do remains unchanged.

We keep the promise of the Programme of Action of the ICPD. But HOW we do it is changing. To get us to where we need to go, the strategic plan has identified six outputs, supported by six accelerators.

Six interconnected outputs are the roads we need to travel and the areas we need to invest in now.

Action is anchored in international human rights norms and standards. By focusing on equality, non-discrimination, quality and accountability, UNFPA is putting into motion the ICPD Programme of Action. UNFPA strives to change harmful gender norms and unjust distributions of resources and power that leave women and girls behind.

Innovation and digitalization

Innovation and digitalization open up new and more effective ways to maximize positive impact at scale. Working with strategic partners, UNFPA will meet the challenges of the future by leveraging opportunities, social capital, financing and technology. We will scale up what works, connect and collaborate with new partners, and bring innovation into everything we do.

Reinvigorating and expanding partnerships will unlock and sustain the resources required to achieve our goals. The way forward calls on partners to galvanize domestic resources and generate data to drive decisions based on evidence. UNFPA will engage with Parliamentarians and civil society partners to ensure that development commitments are upheld by United Nations Member States, helping to create an enabling environment as we shift from the funding stage to financing and implementation of the broader ICPD agenda.

Data and evidence assure that interventions meet high standards and are based on scientific knowledge. UNFPA builds capacity to collect, map, analyse and use data to assess all factors that limit progress towards the three zeros. High-quality evidence allows us to identify those who are furthest behind and the best ways to deliver support and measure progress.

Progress for those furthest behind is not only aligned with the Strategic Plan 2022-2025 – it is a critical pathway for accelerating our journey. We will continue to have measures in place that remove the barriers that keep the most vulnerable from inclusion – particularly those affected by multiple forms of discrimination.

UNFPA is on the ground before, during and after crises, protecting sexual and reproductive health and rights. Acceleration of the three transformative results can only be realised if we prioritize preparedness, early and anticipatory action and the provision of life-saving interventions, focusing on humanitarian, conflict, post-conflict and other fragile contexts.

We need to go further, faster than ever before. At UNFPA, we are taking up the challenge to reinvigorate, reimagine and transform how we work so we can lead the way forward, guided by the blueprint of this strategic plan.

Tracking progress

Tracking and assessing the progress made towards achieving the three transformative results, as well as learning from successes and failures in the process, will be critical. The UNFPA strategic plan monitoring and evaluation priorities will include:

Monitoring indicators to measure progress and acceleration towards the three transformative results Supporting joint monitoring and evaluation with other United Nations frameworks and stakeholders Monitoring potential programmatic and operational risks faced by the strategic plan, including financing and resource gaps Emphasizing real-time monitoring to provide data for decision-making and agile programming Reporting annually on progress and continuing to harmonize tools and methodologies for assessments and reporting for shared results, especially the Sustainable Development Goals Conducting an evaluation of the strategic plan, and relying on a variety of thematic, country, internal and annual reports to conduct a midterm review
